Crypto thaw or hedge? Hong Kong proceeds with stablecoin plans despite Beijing's reservations

Despite China's ongoing skepticism towards cryptocurrencies, Hong Kong's central bank is set to advance its stablecoin initiatives by issuing an initial round of licenses in March. Eddie Yue, the Chief Executive of the Hong Kong Monetary Authority (HKMA), expressed optimism during a Legislative Council meeting on February 2, stating, "We hope that by March we will be able to make a decision." The HKMA is currently reviewing 36 applications from potential stablecoin issuers, as the region seeks to establish a regulatory framework for these digital currencies. The push for stablecoins in Hong Kong follows the passage of the Stablecoins Ordinance in May, which mandates that entities issuing stablecoins must obtain licenses. This law took effect in August, allowing the HKMA to begin accepting applications shortly thereafter. Stablecoins, which are cryptocurrencies pegged to stable assets like fiat currencies or gold, aim to reduce the price volatility associated with other digital tokens. Industry experts note that stablecoins are becoming increasingly integral to the crypto ecosystem, with over half of all blockchain transactions involving these assets. Potential use cases for stablecoins within Hong Kong include enhancing cross-border payments and developing tokenized deposit systems for banks. These systems would offer digital representations of customer deposits on blockchain networks while remaining regulated by the traditional banking framework. Some prospective issuers, such as the Payment Cards Group, argue that Hong Kong dollar-backed stablecoins could lead to faster refunds and more efficient foreign exchange transactions. Interest in Hong Kong's licensing has attracted major tech players, including Alibaba-backed Ant Group and JD.com. Nonetheless, the initiative faced a setback in October when Chinese regulators, including the People's Bank of China, advised against the plan, putting a halt to progress. While Hong Kong operates with a degree of autonomy under the "one country, two systems" framework, Beijing remains a significant influence in critical policy matters. China's stance on cryptocurrencies has been notably conservative, particularly following a complete ban on crypto transactions in 2021, driven by concerns over volatility and illegal activities. Recent reports indicated that stablecoins were being utilized by organized crime in China to facilitate illicit fund transfers, with estimates suggesting up to $44 million moved daily through sophisticated networks. Concerns also extend to monetary control, with experts like Monique Taylor highlighting the potential threats posed by stablecoins to China's regulatory oversight over its currency and capital flows. Additionally, the rise of dollar-pegged stablecoins, such as USDT and USDC, raises alarms for Beijing regarding the dominance of the U.S. dollar in the global financial system. In the U.S., Treasury Secretary Scott Bessent suggested that Hong Kong's venture into digital assets could be perceived as an effort to challenge American financial leadership. While some experts view Hong Kong's licensing regime as a cautious experiment, it appears to be a way for Beijing to retain flexibility without fully reversing its crypto ban. As Hong Kong’s regulatory framework evolves, it aims to demonstrate that stablecoins can be effectively supervised, potentially attracting international investors while keeping its crypto environment tightly controlled.
