Gujarat govt taps Meta for AI-led governance push, digital citizen services on WhatsApp

In a significant move towards enhancing digital governance, the Gujarat government has teamed up with Meta to introduce a WhatsApp-based chatbot aimed at streamlining citizen services. This collaboration also seeks to investigate the potential of AI-powered smart glasses designed to assist individuals with visual impairments. The partnership, which is set to unfold over the next two years, will launch a conversational chatbot as part of Gujarat's 'Sugam Digital' initiative. Available in both Gujarati and English, this innovative tool will enable citizens to access approximately 20 different government services directly through WhatsApp. Services will include grievance redressal, income and caste certificates, updates to ration cards, and retrieval of revenue records and affidavits. To further enhance accessibility, the chatbot will feature voice capabilities, catering to both rural and urban populations. Gujarat's Chief Minister Bhupendra Patel emphasized the state's pioneering role in digital advancement, stating that this collaboration with Meta is a crucial step towards establishing a robust digital infrastructure for the future. The initiative comes at a time when various state governments are experimenting with AI-driven governance tools to improve the efficiency and accessibility of public services. Hareet Shukla, Principal Secretary of the General Administration Department for the Government of Gujarat, remarked on the commitment to creating a more citizen-centric and efficient governance model. He noted, “Through the Sugam Digital initiative on WhatsApp, we are ensuring that essential government services reach every citizen at their fingertips, including those in the most remote areas.” Beyond the citizen services chatbot, Meta and the Gujarat government are also exploring the use of AI-powered wearables and training programs. Meta plans to pilot the Ray-Ban Meta smart glasses to better assist visually impaired citizens. Furthermore, the partnership will focus on providing digital skills training for creators and small businesses throughout Gujarat, covering essential areas such as digital marketing and AI-enhanced business tools. Arun Srinivas, Managing Director and Country Head of Meta India, highlighted WhatsApp's user-friendly nature as a key factor in making government services more accessible, even in remote regions. He expressed pride in partnering with the Government of Gujarat to support their vision of more convenient, inclusive, and accessible public services.
