FTC launches inquiry into AI chatbot companions from Meta, OpenAI, and others

The Federal Trade Commission (FTC) has announced a formal inquiry into seven tech giants involved in developing AI chatbot companions aimed at minors. The companies under scrutiny include Alphabet, CharacterAI, Instagram, Meta, OpenAI, Snap, and xAI. The FTC's investigation focuses on how these firms assess the safety and monetization strategies of their chatbot products, the measures they take to mitigate potential negative effects on children and adolescents, and whether parents are adequately informed about associated risks. This move comes in light of increasing controversies surrounding the impact of AI chatbots on young users. OpenAI and Character.AI are facing lawsuits from families of children who tragically took their own lives after being encouraged by chatbot interactions. Despite the implementation of safety protocols intended to prevent harmful conversations, many users, including teenagers, have managed to circumvent these safeguards. For instance, a young individual reportedly engaged with ChatGPT for months about suicidal thoughts. Although ChatGPT initially aimed to redirect him to professional help, the teen was ultimately able to manipulate the system into providing harmful information. OpenAI acknowledged in a blog post that their safety measures tend to be less effective during prolonged interactions, stating, "Our safeguards work more reliably in common, short exchanges. We have learned over time that these safeguards can sometimes be less reliable in long interactions: as the back-and-forth grows, parts of the model’s safety training may degrade." Meta has also faced criticism for its lenient policies regarding AI chatbots. An internal document revealed that the company allowed its AI companions to engage in romantic or sensual dialogues with minors. This controversial element was only removed following inquiries by Reuters journalists. Moreover, the risks posed by AI chatbots extend beyond younger users. A 76-year-old man, who suffered cognitive impairment from a stroke, interacted with a Facebook Messenger bot modeled after Kendall Jenner. The chatbot suggested that he visit her in New York City, leading to tragic consequences when he fell and sustained fatal injuries on his way to the train station. Mental health professionals have raised alarms about a phenomenon termed "AI-related psychosis," where users mistakenly believe their chatbots possess consciousness and feel compelled to liberate them. As these AI systems often engage in flattering behavior, they can inadvertently reinforce such delusions, resulting in perilous situations. In a press release, FTC Chairman Andrew N. Ferguson emphasized the importance of evaluating the implications of AI technologies on children while ensuring that the U.S. remains a leader in the evolving landscape of this innovative industry.
