Bay Area commuters get free rides Tuesday morning due to Clipper card outage

On Tuesday morning, commuters in the San Francisco Bay Area enjoyed complimentary rides due to a malfunction in the Clipper card payment system, which facilitates payments for various transit options including trains, buses, and ferries. The official Bay Area Clipper account alerted users on X, stating, "ATTENTION: The Clipper system is experiencing an outage on all operators this morning. Please be prepared to pay your fare with another form of payment if required by your transit agency." Many bus operators welcomed passengers without requesting fares, and at BART stations, faregates were left open, allowing riders to pass through without charge. The Metropolitan Transportation Commission (MTC), which oversees the Clipper system, reported that this service is vital for hundreds of thousands of commuters in the tech-centric areas of San Francisco and Silicon Valley. In May, the number of unique Clipper cards in use—both physical and digital—reached 1.35 million, marking the highest monthly total for 2023 and the most significant figure since before the pandemic in December 2019. According to MTC data, Clipper serves approximately 800,000 transit users daily across the region. BART has undergone significant transformations in recent years, particularly with the installment of fare gates, which began in late 2023 and is expected to be fully operational by year’s end. Average monthly exits from BART stations have notably decreased from pre-pandemic figures, with current averages ranging between 170,000 and 182,000, compared to over 400,000 monthly in 2019. Looking ahead, the MTC plans to introduce Clipper 2.0, which aims to be a "customer-focused, cost-effective fare collection system" with enhanced flexibility for future fare models. This upgraded system will feature compatibility across multiple mobile platforms, improved communication, and expanded avenues for retail and online sales. However, the rollout has faced multiple delays, resulting in heightened tensions during recent meetings of the Clipper executive board.
