New FAA program will let eVTOL startups test some operations before full certification

The Federal Aviation Administration (FAA) has unveiled an innovative pilot program designed to allow electric vertical takeoff and landing (eVTOL) startups to conduct certain operational tests prior to obtaining full regulatory certification. This initiative marks a significant shift for these companies, which have spent recent years limited to basic test flights as they strive for FAA approval. However, the program comes with specific requirements. Participating companies must collaborate with state, local, tribal, or territorial governments to qualify for the initiative. The FAA plans to greenlight at least five projects, each potentially running for up to three years. These projects may encompass a variety of applications, including short-range air taxis, extended-range fixed-wing flights, cargo transport, and logistics for emergency or medical purposes, along with enhancements in automation safety. The FAA emphasizes the importance of partnerships, seeking applicants who can demonstrate a commitment to cooperation with diverse entities. This collaborative approach is intended to expedite projects while adhering to the stringent safety standards expected by the public. The agency has indicated that successful pilot projects will yield valuable data and insights, which will contribute to shaping the regulatory framework for the advanced air mobility (AAM) sector. As of Friday, industry players such as Joby Aviation and Archer Aviation have expressed their intention to participate in the pilot program. While neither company has disclosed their chosen governmental partners, Archer has indicated plans to work alongside its existing ally and investor, United Airlines. Applications for the program must be submitted by December 11, 2025, with pilot operations potentially commencing as early as 2026.
