
A collective of 20 national security experts and former officials is expressing significant concern over the Trump administration's recent approval for Nvidia to sell its H20 advanced AI chips in China. In a letter addressed to Secretary of Commerce Howard Lutnick, these experts have urged a reconsideration of this decision, labeling it a "strategic misstep" that could jeopardize U.S. dominance in AI technology for both military and civilian applications. The letter emphasizes the potential implications of the H20 chip, particularly its role in AI inference—the process through which trained models make decisions based on new data. It argues that the H20 is not merely an outdated technology but a powerful tool that could enhance China's AI capabilities. The authors warn that this chip is specifically designed to navigate export control thresholds and is optimized for tasks that have led to substantial advancements in AI reasoning models. Furthermore, the experts assert that permitting the sale of H20 chips could exacerbate the current bottleneck in U.S. AI chip production, enable China to strengthen its military capabilities, and undermine existing chip export regulations. They reference the earlier decision to restrict H20 exports as a correct measure and implore the administration to maintain a firm stance against the sale of advanced AI chips to China to preserve America’s technological superiority. Signatories of the letter include prominent figures such as Matt Pottinger, former deputy national security adviser, Stewart Baker, former assistant secretary of Homeland Security, and David Feith, a former National Security Council member. This correspondence follows the Department of Commerce's decision to allow Nvidia to resume its chip sales as part of broader trade negotiations with China concerning rare earth elements. During that announcement, Lutnick characterized the H20 as Nvidia’s "fourth best" AI chip. Meanwhile, the Trump administration recently introduced its AI Action Plan, which advocates for export restrictions on U.S. AI chips but lacks specific guidelines on implementation.
