Sanchar Saathi Row: What the pre-installed app may or may not fix

The Indian government's recent directive for smartphone manufacturers to pre-install the Sanchar Saathi app has stirred significant political backlash. Many opposition leaders have characterized the initiative as 'dystopian,' claiming it serves as a mechanism for government surveillance on citizens. Union Minister for Communications, Jyotiraditya Scindia, sought to clarify the situation on Tuesday, asserting that the app, designed for reporting fraud, would not be mandatory and could be removed by users. The Ministry of Communications, led by Scindia, stated that the Department of Telecommunications (DoT) issued these guidelines to protect consumers from counterfeit devices and facilitate the reporting of telecom resource misuse. Opposition voices, including Congress MP Priyanka Gandhi Vadra, have harshly criticized the app, describing it as a potential tool for government overreach and a move towards authoritarianism. Another Congress leader, K.C. Venugopal, echoed these sentiments by labeling the app as 'dystopian.' Meanwhile, cybersecurity experts have pointed out that while the Sanchar Saathi app is a positive step in addressing the issue of counterfeit handsets, it still has significant limitations. Vijender Yadav, CEO and Co-founder of Accops, emphasized that the app and SIM-binding regulations could effectively tackle large-scale fraud by disrupting the supply chain of fake devices. However, he noted a critical oversight remains regarding 'authorized fraud,' where the device and SIM are legitimate, but the user may be either complicit or coerced. Yadav remarked, "A regulatory measure can confirm the legality of hardware, but it cannot determine the intent behind its use. Continuous assessment of the context of a session is essential, rather than relying solely on a static checklist." Amit Relan, CEO of mFilterIt, underscored that while the Sanchar Saathi initiative aims to enforce stricter SIM activation and control over counterfeit devices, it cannot fully eliminate risks associated with SIM-swap fraud, phishing, and identity theft. Relan stated, "These measures raise the cost of low-end fraud, but they do not address the full spectrum of risks." The DoT has initiated the Sanchar Saathi program with the goal of reducing telecom fraud and bolstering cybersecurity within the telecom sector. Relan added, "These measures represent a solid first step, but sophisticated fraud has evolved to encompass multi-faceted attacks that involve social engineering and identity abuse, necessitating more advanced controls." Nikhil Jhanji, a senior product manager at IDfy, highlighted the alarming rise in telecom fraud due to the exploitation of compromised data and rapid impersonation tactics. He described the Sanchar Saathi initiative as a wake-up call, revealing gaps in the mobile identity landscape and the urgent need for enhanced visibility and security measures. Jhanji concluded, "The uncomfortable reality is that criminals are innovating at a pace that outstrips the ability of most platforms to react. Without tighter identity assurance and proactive threat detection, we risk giving attackers an undue advantage. A more vigilant and unified approach to defense is essential at this juncture."
