US cybersecurity agency CISA reportedly in dire shape amid Trump cuts and layoffs

The U.S. Cybersecurity and Infrastructure Security Agency (CISA) is reportedly encountering significant difficulties, as expressed by bipartisan lawmakers and industry experts. They are increasingly concerned that the agency's capacity to fulfill its essential mission has been severely weakened, leaving it unprepared for potential cybersecurity emergencies. Reports from Cyberscoop, with insights gathered from various sources in Congress and the private sector, indicate a widespread agreement that CISA has been adversely affected by cuts and layoffs during the initial year of the Trump administration. Approximately one-third of the agency's workforce has been lost, which has led to the reduction of critical programs and expertise, including initiatives aimed at countering ransomware and advocating for secure software development. Among the impacted teams is CISA's election security division, which plays a crucial role in safeguarding electoral processes. Concerns have been raised that Trump's persistent promotion of unfounded claims regarding the 2020 election has resulted in a deprioritization of CISA's vital functions. Additionally, the agency has redirected hundreds of its personnel to support other arms of the Department of Homeland Security, a move linked to the administration's extensive immigration enforcement policies. While some sources hold the Trump administration and Congress responsible for these issues, others have pointed fingers at CISA's acting director, Madhu Gottumukkala, who has been criticized for her leadership during this tumultuous period. Notably, CISA has not had a permanent director since Trump took office in 2025. Currently, CISA is operating with only about 38% of its staff as the partial federal government shutdown, which commenced on February 14, continues.
