How China is challenging the U.S. to become the next great space power

China's space endeavors have recently achieved significant milestones, showcasing the country's ambition to become a leading force in space exploration. In 2025, China set a national record by completing over 90 orbital launches within a single year. This remarkable achievement follows a series of groundbreaking accomplishments, including the successful return of lunar samples from the Moon's far side, the establishment of its own low-Earth orbit space station, and the landing of a rover on Mars. Experts are highlighting the strategic vision articulated by President Xi Jinping, often referred to as China's 'space dream.' Dave Cavossa, president of the Commercial Space Federation, noted the crucial role that space and artificial intelligence (AI) will play in propelling China toward global leadership. A recent report by the Federation, in collaboration with Arizona State University's NewSpace initiative, raises concerns that the U.S. risks losing its dominant position in the space sector to China. Despite the current dominance of the United States in space activities, with unparalleled commercial capabilities and launch capabilities, Cavossa warns that China's rapid progression could lead to a shift in leadership within the next five years. Data from Orbital Gateway Consulting reveals a dramatic increase in China's commercial space investments, rising from $340 million in 2015 to approximately $3.81 billion in 2025. Over the past decade, China's total expenditure on civil, military, and commercial space endeavors has exceeded $104 billion. Jonathan Roll, a research analyst at ASU, pointed out that while U.S. spending over the same period was substantially higher—estimated to be over five times more—China's consistent increase in investments positions it favorably in the race for space leadership. The Chinese space sector benefits from a diverse ecosystem comprising local governments, universities, state-owned enterprises, and private firms, resulting in a widespread network of space activity hubs across the nation. These hubs are equipped with facilities for rocket and satellite manufacturing, as well as launch sites and academic institutions. Significant growth in China's space activities can be traced back to 2014, when regulatory changes, often referred to as 'Document 60,' encouraged private investment and ownership in the space industry. This shift has fostered the emergence of numerous private rocket manufacturers, some of which are developing reusable rockets similar to SpaceX's models. Moreover, China has made substantial progress in expanding its satellite infrastructure. In 2020, the country completed its BeiDou global satellite navigation system, which directly competes with the U.S. GPS network. Additionally, plans for thousands of internet satellites are underway, aiming to rival SpaceX's Starlink. China's space initiatives are also integral to its Belt and Road Initiative, a global infrastructure development strategy launched in 2013 to enhance China's influence and economic reach. By building satellites and ground stations for other countries, China is extending its technological and diplomatic reach, creating a form of soft power. Nevertheless, experts assert that there are strategic steps the U.S. can take to retain its leadership in space. This includes investing in spaceports, streamlining commercial launch licensing, and ensuring adequate spectrum allocation for satellite operations. As Cavossa aptly states, the current space race is defined not by national flags but by the strength of a country's commercial space industry.
