China pushes for AI global governance as G7 summit wraps up

BEIJING — In a significant move following the recent G7 summit, senior officials from China have reiterated the country's commitment to promoting safe and widespread global access to artificial intelligence. Wang Yi, China's chief diplomat, spoke to reporters, highlighting the nation's ambition to establish a global cooperation organization for AI, inviting participation from all nations. Wang articulated the vision that technology should prioritize human needs, as he introduced China's whitepaper on global governance. This document criticized trade conflicts and expressed solidarity with developing nations, collectively referred to as the 'Global South,' which includes countries outside Western influence. His remarks come at a time when the U.S. is tightening restrictions on foreign access to its advanced AI models. Reports suggest that during the G7 summit in France, member countries, including the U.S. and its allies, deliberated on a strategy to provide access to their AI technologies exclusively to 'trusted partners.' However, it remains unclear how these plans will unfold, as inquiries to the White House have yet to yield a response. While U.S. AI models typically operate on a subscription basis, China's strategy has centered around the development of accessible or free AI solutions. Zhao Haibing, vice chair of China's economic regulatory authority, criticized the 'closed and monopolistic' nature of certain tech developments, advocating instead for broader international collaboration through platforms like BRICs and the Shanghai Cooperation Organization. Zhao also highlighted initiatives aimed at enhancing AI capabilities in developing countries, alongside a commitment to supporting the UN in leading global AI governance efforts. Despite recent discussions between the U.S. and China about establishing AI regulations, concrete details have been sparse. Over the past year, Beijing has put forth comprehensive proposals for international cooperation in AI development. Notably, President Xi Jinping introduced the 'Global Governance Initiative' during a meeting of the SCO last summer, while Premier Li Qiang announced plans for a global AI cooperation framework shortly after a U.S. action plan for overseas tech development was unveiled by the Trump administration.
