Chinas Premier Li proposes global AI cooperation organisation

During the opening of the World Artificial Intelligence Conference (WAIC) in Shanghai, Chinese Premier Li Qiang put forth a compelling proposal for the creation of a global organization dedicated to enhancing cooperation in the field of artificial intelligence. He emphasized the importance of unified efforts among nations to address the rapid advancements and security challenges associated with this transformative technology. Li described AI as a vital catalyst for economic growth, yet he underscored the current lack of cohesive governance in the sector. He pointed out significant disparities among countries regarding regulatory frameworks and institutional guidelines. 'We should strengthen coordination to form a global AI governance framework that has broad consensus as soon as possible,' he stated, advocating for a collective approach to AI development. The WAIC, which spans three days, is a pivotal gathering for industry leaders and policymakers amid the intensifying technological rivalry between China and the United States. With AI becoming a critical arena of competition, Li's remarks resonate strongly in the context of U.S. export restrictions on advanced technologies to China, especially concerning high-end AI chips produced by companies like Nvidia. Although Li did not specifically mention the United States in his address, he cautioned that AI risks becoming an 'exclusive game' dominated by a select few nations and corporations. He raised concerns about the challenges posed by limited access to AI chips and restrictions on talent mobility. Li expressed China's willingness to share its advancements and products with other nations, particularly in the Global South, signaling a desire for collaborative progress. The WAIC is a notable annual event, drawing significant participation from major industry players, government representatives, researchers, and investors. This year, over 800 companies showcased more than 3,000 high-tech innovations, including 40 large language models, 50 AI-driven devices, and 60 intelligent robots. Noteworthy participants included tech powerhouses like Huawei and Alibaba, alongside Western firms such as Tesla and Amazon. Interestingly, Tesla's CEO Elon Musk, who has previously attended, did not make an appearance this year, either in person or virtually, marking a change in the conference's usual lineup of speakers.
