Canadian pension giant joins race to fund India’s AI-fueled data center boom

In a significant move amidst the global surge in artificial intelligence infrastructure, the Canada Pension Plan Investment Board (CPP Investments) has announced a commitment of up to ₹70 billion (approximately $741 million) towards Indian data center operator CtrlS. This investment underscores India's emerging significance in the global cloud and AI infrastructure landscape. On Wednesday, it was revealed that CPP Investments will allocate ₹40 billion (around $423 million) to acquire an 8.2% stake in CtrlS, alongside a commitment of up to ₹30 billion (about $317 million) for a joint venture aimed at developing hyperscale data center campuses throughout India. Under this arrangement, CPP Investments will own 48% of the joint venture, while CtrlS will retain the remaining 52%. Established in 2007, CtrlS operates over 15 data centers across India and has been expanding its operations to accommodate the increasing demand from cloud service providers, enterprises, and AI-related workloads. As global tech firms and investors ramp up their spending to satisfy the rising need for computing power, India has positioned itself as a key destination for data center and AI investments. Notable companies, including Amazon, Google, Microsoft, OpenAI, and Uber, have recently announced investments in India, contributing to a broader global competition to enhance AI infrastructure. Max Biagosch, CPP Investments' global head of real assets, stated, "As one of the world’s fastest-growing digital markets, India represents an important pillar of our global data center strategy." Since 2009, CPP Investments has been active in India, with net assets reaching approximately $20 billion as of March 31, making it one of the largest foreign institutional investors in the nation. This latest investment continues CPP Investments’ strategic focus on digital infrastructure, having entered the data center sector in 2017 and established a diverse portfolio of assets and joint ventures across key global markets. According to Sridhar Pinnapureddy, founder and CEO of CtrlS, this partnership will not only enhance capacity but also facilitate the development of infrastructure specifically tailored for AI workloads. The CPP-CtrlS collaboration follows a series of recent investments in India's data center sector. Earlier this month, AirTrunk, backed by Blackstone, announced a $30 billion investment to establish five gigawatts of data center capacity in India by 2030. Additionally, Meta recently joined forces with Reliance Industries to create a 168-megawatt AI-enabled data center in Gujarat. The Indian government is actively working to establish the country as a global hub for digital infrastructure through various policy initiatives, including tax exemptions for foreign cloud providers on services sold overseas until 2047, provided these workloads are managed from local data centers. Indian conglomerates like Adani Group and Tata Consultancy Services are also ramping up their expansion efforts to seize the burgeoning opportunities in this space. Looking ahead, CtrlS has unveiled plans to invest $2 billion over the next six years to expand its data center operations across India. However, despite these advancements in AI infrastructure, India has yet to see a corresponding growth in the development of frontier AI models. While some startups like Sarvam are working on indigenous AI solutions, many foundational AI technologies utilized by Indian companies are still sourced from U.S. firms. Furthermore, the rapid expansion of data centers raises concerns about the potential strain on electricity and water resources, emphasizing the challenges India faces in its quest to become a leading hub for AI infrastructure.
