TechCrunch Mobility: How do you issue a ticket to a robotaxi?

In a significant move for the future of transportation, California's Department of Motor Vehicles has released new regulations governing the testing and deployment of autonomous vehicles (AVs). Spanning 100 pages, these rules aim to enhance safety and accountability within the rapidly evolving AV landscape. One of the most noteworthy changes is the introduction of the "Notice of Autonomous Vehicle Noncompliance." This rule allows law enforcement to issue citations to AV companies for traffic violations committed by their vehicles. Manufacturers are required to report any violations to the DMV within 72 hours, although these citations will not incur monetary fines. Instead, they serve as data points for the DMV to identify potential issues within the industry. The regulations also open the door for heavy-duty vehicles equipped with AV technology to begin testing on public roads, a welcome development for self-driving truck companies. Daniel Goff, Kodiak's VP of external affairs, mentioned that the company is already preparing to apply for the necessary permits. However, industry insiders describe the new data collection and sharing requirements as "burdensome." The removal of annual disengagement reports—previously used to document instances when human drivers had to take control—has been met with mixed reactions. In its place, companies must now report system failures related to dynamic driving tasks, which aims to provide clearer data on AV performance. Additionally, the regulations mandate annual updates to first responder interaction plans, requirements for manual vehicle override systems, and communication links with rapid response capabilities. As the industry grapples with these significant changes, many are left questioning whether these regulations strike the right balance between safety and operational freedom. In related news, BMW i Ventures has launched a new $300 million fund aimed at investing in startups that leverage AI to transform the automotive sector. This fund is part of the firm’s ongoing commitment to fostering innovation in transportation technology, bringing their total capital under management to an impressive $1.1 billion. As the landscape of autonomous vehicles continues to evolve, companies like Vay, which has expanded its fleet to 175 vehicles, are already demonstrating the potential of remote driving technology. With these new regulations in place, the future of AVs in California is poised for both challenges and opportunities.
