Brazil strikes deal with Musks Starlink to curb criminal use in the Amazon rainforest

In a groundbreaking move, Brazil’s Federal Prosecutor’s Office announced a partnership with Elon Musk's Starlink on Friday, aimed at reducing the misuse of its services in illegal mining and other criminal endeavors in the Amazon rainforest. Starlink, known for its fast and lightweight internet technology, has quickly become prevalent in the Amazon, a region that has long suffered from inadequate connectivity. Unfortunately, this rapid expansion has also attracted criminal organizations that exploit the service for coordinating logistics, making transactions, and receiving notifications about police operations. This agreement marks the first of its kind, following persistent efforts from Brazilian authorities to address the issue. Starting in January, Starlink will enforce new user registration protocols in the Amazon region, requiring identification and proof of residence. Additionally, the company has pledged to share user registration and geolocation information with Brazilian officials for internet units situated in areas under scrutiny. If it is confirmed that a terminal is being used for unlawful purposes, Starlink has agreed to disable the service. The two-year agreement, which can be renewed, comes at a critical time as illegal gold mining has severely polluted numerous Amazon rivers with mercury and disrupted the lives of Indigenous tribes, including the Yanomami. Since its introduction to the region in 2022, Starlink has enabled criminal groups to efficiently manage their operations in remote locations, where traditional logistics pose significant challenges. André Porreca, a federal prosecutor, emphasized the need for a legal framework to address this new reality, stating, "The use of satellite internet has transformed the logistics of illegal mining. This agreement also positions connectivity in remote areas as a means for promoting environmental responsibility and respecting sovereignty." Previously, illegal miners and loggers relied on radio communication to evade law enforcement, but Starlink's high-speed internet has drastically improved their capabilities. Hugo Loss, operations coordinator for Brazil’s environmental agency, highlighted that the service has allowed these groups to relay real-time information about enforcement activities, jeopardizing the safety of personnel and undermining operational effectiveness. "Disabling the signal in mining zones, particularly on Indigenous lands and in protected territories, is crucial because internet access in these areas serves primarily criminal interests," Loss asserted. Jair Schmitt, head of environmental protection at the agency, added that stricter regulations on the sale and use of such technology are also necessary. Attempts to reach James Gleeson, SpaceX’s vice president of communications, for comments on the agreement went unanswered.
