Top permitting-reform Republican, Democratic senators meeting as talks thaw: API chief

Senate Environment and Public Works Committee Chair Shelley Moore Capito and ranking Democrat Sheldon Whitehouse are set to engage in discussions aimed at reforming the federal energy permitting process. This was confirmed by Mike Sommers, president of the American Petroleum Institute, during an interview with CNBC. Sommers highlighted the significance of this collaboration, stating, "We have both the Republican in the United States Senate, Shelley Moore Capito, and the Democrat Sheldon Whitehouse, who are responsible for permitting reform, finally meeting again to discuss how we get this done this year." A source close to the negotiations, who requested anonymity, mentioned that the two senators will be in regular communication this week regarding permitting discussions, although no specific meeting times have been confirmed. The renewed dialogue comes after a period of stalled conversations, particularly following the Trump administration's halt on several fully permitted offshore wind projects. Recently, Democrats have indicated a willingness to resume negotiations, citing recent developments as a sign of positive momentum from the Trump administration. Permitting reform has been a contentious issue in Congress for years, with Republicans advocating for expedited processes to facilitate energy infrastructure development while easing environmental regulations. On the other hand, Democrats aim to streamline the approval of renewable energy projects. A previous bipartisan agreement fell through at the end of the last Congress, highlighting the challenges in reaching a consensus. Capito declined to comment through a spokesperson, and Whitehouse has not responded to requests for input. The term "permitting reform" encompasses a variety of proposals intended to eliminate bureaucratic obstacles in energy infrastructure development. Any agreement reached is expected to include modifications to longstanding environmental laws and expedite approvals for both fossil fuels and renewable energy. The technology sector is also pushing for permitting reform to support the expansion of energy sources necessary for data centers, which have been driving up energy demands. As energy costs continue to rise, lawmakers are focusing on increasing the country's energy capacity as a means to address affordability issues. Last year, the House passed the SPEED Act, aimed at reducing the regulatory burdens imposed by the National Environmental Policy Act. However, Senate negotiations are proceeding independently from the House. Sommers expressed optimism about the potential for a breakthrough in permitting discussions this year, stating, "We actually have a lot of confidence that we can get it done this year, because I believe it is a political imperative for politicians to finally get this done because energy prices are rising, and the only thing that they can do to get prices down again is to get permitting right in this country. I actually think they're very close to a deal."
