Andreessen Horowitz (a16z) is ramping up its lobbying initiatives in Washington, having reported an expenditure of $1.49 million on federal lobbying this year, according to recent congressional filings. This amount puts the firm ahead of its industry peers, including the National Venture Capital Association, which it is narrowly outpacing in lobbying efforts. The increase in spending marks a notable acceleration compared to previous years. In 2024, a16z's total lobbying spend reached $1.8 million, while it spent $950,000 in 2023. Unlike many of its competitors, a16z's lobbying strategy is aggressive, with most major venture capital firms reporting minimal federal lobbying activities. For instance, Sequoia Capital has only spent $120,000 thus far this year, while General Catalyst reported $500,000. In response to inquiries about its lobbying strategy, a16z directed attention to articles by its co-founders that discuss their policy positions and the firm’s commitment to advocating for technology-friendly candidates. Co-founder Ben Horowitz emphasized in a December 2023 piece that the firm takes a non-partisan stance, supporting candidates who champion an optimistic, technology-driven future. The firm's lobbying agenda is broad, covering crucial topics such as digital asset regulation, stablecoins, and artificial intelligence. Notably, a16z is making strides in influencing national defense policies, with the National Defense Authorization Act appearing in its lobbying efforts for the first time in its third quarter report for 2023. The firm has maintained its focus on defense-related lobbying in subsequent quarters, indicating a strategic pivot towards aligning financial technology questions with national security interests. Despite past political affiliations, including support for President Trump, a16z’s lobbying team is characterized by its bipartisan approach, featuring seasoned professionals from both political parties. As the firm continues to expand into regulated sectors like defense and AI, it has also bolstered its in-house policy expertise, recently hiring former deputy national security advisor Anne Neuberger as a senior advisor. It’s essential to note that while lobbying expenditures can be substantial, they do not always equate to political influence. For example, Founders Fund has reported minimal lobbying activity yet maintains significant connections within the Pentagon and White House. Meanwhile, a16z is also leveraging political-action committees (PACs) to further its agenda, recently supporting a new pro-AI PAC network known as Leading the Future.
