Amazon launches its 'sovereign' cloud in Europe and plots expansion

Amazon has officially introduced its 'sovereign cloud' service in Europe, marking a strategic move to maintain its competitive edge in the region as regulatory scrutiny intensifies. This new offering is designed to ensure that data remains within specific jurisdictions, aligning with the European Union's rigorous data protection and privacy standards. The AWS European Sovereign Cloud, which was first announced in 2023 and is based in Brandenburg, Germany, is a groundbreaking initiative. Amazon emphasized that this cloud service is 'physically and logically separate' from its other AWS regions. To facilitate this, the company has established a new parent entity that will be governed locally by EU citizens. Stéphane Israël has been appointed to lead the AWS European Sovereign Cloud, with Stefan Hoechbauer stepping in as managing director. Additionally, five new advisory board members have been announced, three of whom are Amazon employees. The AWS sovereign cloud is designed with a self-sufficient infrastructure that ensures it is not critically dependent on non-EU systems, allowing it to function even if communication with the global network is compromised. In extreme situations, AWS European Sovereign Cloud employees, all EU residents, will have independent access to a replica of the source code necessary for maintaining the cloud services. This move comes as European authorities express increasing apprehension about the influence of U.S. tech giants on the region's critical technological framework. Despite efforts to bolster local companies, AWS, alongside Microsoft and Google, holds a dominant 70% share of the cloud computing market in Europe, according to Synergy Research Group. Concurrently, investigations into Amazon and Microsoft's cloud services are underway under the Digital Markets Act (DMA), aimed at mitigating Big Tech's influence. Looking ahead, Amazon has committed to investing 7.8 billion euros (approximately $9.1 billion) in the AWS European Sovereign Cloud through 2040, with expansion plans already set for Belgium, the Netherlands, and Portugal.
